Article 243J of the Constitution of India, mandates the State Legislature to make provision with respect to maintenance of Accounts by the Panchayats and Auditing of such Accounts. Pursuant to the recommendations of ETC which were accepted by GOI, the C & AG has prescribed the keeping accounts for the local bodies.

The devolution of resources to PRIs, delineation of functional responsibilities and implementation of NRGEA and other developmental programmes by the PR&RD department have drastically transformed the roles and responsibilities of the officials and Elected representatives. Under various programmes the PRIs in Andhra Pradesh are spending more than Rs.7000/- crores per year. This has necessitated a major progrmme of capacity of capacity building of both officials and non –officials in the effective Financial Management for the efficient use of public funds. Building and maintaining a reliable information system is also a key for implementing an efficient Fiscal system for PRIs.

The AMR-APARD acts as facilitator in fostering an accountability culture in PRIs.
